They do, but those who applied for their VS or TC in the winter can't apply once the TC apps open again in June-July. Their grad rec said that their application cycle runs from sep-aug, and we can only apply once within the entire cycle :(- Hopefully2025

Most likely. I've previously known HSF to follow a phased pattern of evaluating candidates. They first send out a round of PFOs, and then evaluate the remaining candidates again.
