If you sign the VS offer, I guess you can always retract it if you need to (I assume that you are not legally bound to the VS). So personally I think if you sign it, you can always retract it after you get the TC offer if the TC terms & conditions don't allow for it. It's worth noting that, whilst many firms may not include it in writing, they ask you to notify them if you accept a TC offer so they can focus on other candidates / give other candidates the opportunity (Not all firms do this).
