Perhaps @Jessica Booker can advise on this. The application system states 'If you are applying for a position based outside the UK, it is mandatory that you upload your CV and cover letter here. If you are applying for a UK-based position, you may wish to attach your CV if you feel it contains information about you which is not currently included in your responses and is relevant to the role.'
Sometimes this means that the system has that option there by default but it will not actually be read for certain applications - I would probably upload one myself anyway for peace of mind. It may be worth e-mailing graduate recruitment to ask whether they would read CVs/Cover Letters that are uploaded.
If it is only optional, then no need to submit one unless you feel there is something very important you need to include in the cover letter that you haven’t been able to include elsewhere (eg things like mitigating circumstances or aspects you might put in a “is there anything else you want to tell us” question
Any optional upload documents are usually just a default in the application system.
I think it would be a waste of time and effort to submit one unless it’s for the above reason.
