Personally I aim for no more than 500 words (not saying it has to be 500 words or close if it doesn't need to be). But I agree with Jessica, most cover letters should be no more than a page long, but it also depends on any instructions the firm gives you
Is the test under timed conditions? If so, they normally give you a fair amount of time to read and think about each question with time to spare.
