    It depends on how many words. If you're close (450+) that's fine. If you're at 400 words I'd ask if that's everything you needed to say. I doubt they'd look down on your answer unless it was a fair bit below the word count.

It seems like a variation of the popular: "Who would you invite to a dinner party?" question They're just looking to see a bit of your personality/what your interests are and how you justify your choices.     Hopefully someone else can advise on your first question. For your second, there's no "best" it just depends on how much you have to say. If you've run out of substantive points to make then it's fine to have it slightly shorter.
