With rolling applications, there usually isn't a clear cut-off date, and I think it is worth applying even if it is close to the deadline. Whilst I wouldn't recommend waiting until the last minute, late applications can still succeed - I applied to a rolling firm on the deadline last cycle, and I was offered a VS.
Generally, earlier is always better because more spots are open at the start. Later in the cycle, you may still be considered, but the firm could have already shortlisted strong candidates and you may have to work harder to stand out.
I would say that it is more important to submit a tailored and polished application closer to the deadline, rather than rush to submit it early. There is always a chance even if you apply closer to the deadline, and the only way to guarantee you won't be considered is not to apply.
