I don't think there's a straight answer to this, it might depend on what you managed to say and whether you made any meaningful/strong points up until the cut-off. But I wouldn't worry too much about it now.

It depends on how much time you run out by. A few seconds or half a sentence, then most likely not. But if you haven’t managed to communicate the key points, then that could be more of an issue.

'Thank you for your application to Cleary Gottlieb and for your continued patience. Due to an exceptionally high volume of applications for our Winter Vacation Scheme we have not been able to progress your application at this point, however we were very impressed by your CV and cover letter and we would like to consider you for our Spring and Summer schemes.'

Not sure what to think lol.

I received the same email. Definitely good news for now. If they didn’t like your application, they’d simply reject you!
