It is a fair point to raise though. If I read you had reached the AC last year I'd immediately wonder why I should give you another chance. To answer this, you may want to see if there's scope to add that information in elsewhere.
How is the question phrased? If it's just: "Have you applied to the firm before?", a justification would be best left to a cover letter/app form question.
Presumably you are studying politics? Even if you may go into politics in the future, it would help to clarify why you chose law for now. The starting point may be to think the differences between a career in politics and a career in commercial law. You can then use your experiences to justify...

Today the Commerce department revealed that the US economy has grown at a 3.5 percent annual rate. Consumer spending was strong -- increasing by 4% -- and made up about 70% of economic output...

Hopefully someone else can advise on your first question. For your second, there's no "best" it just depends on how much you have to say. If you've run out of substantive points to make then it's fine to have it slightly shorter.

If it makes you feel any better, my first vacation scheme was at a firm which I spelled incorrectly throughout my application. While it's obviously not ideal, sometimes firms won't notice...
