They just responded, they’re still reviewing applications and said “If you have not received a rejection, you are still being considered and your application may not have been reviewed yet.”

Maybe if you didn’t change enough of your answer this year or didn’t show much development since your last app?

I recall getting a few of those last cycle. I think I was probably guilty of only slightly amending sections from my previous applications, rather than rewriting them from scratch. I'm not sure if GR compare previous applications if you say you've applied to the position before in the application form. If they do, it could count against you.

If you do believe it was a substantially better/different application, it could perhaps be a case of increased competition? Guess it's one of those things that difficult to tell!
