Your cover letter should cover “why you” and I would also include anything about the firm that isnt related to training - eg more of the cultural aspects of the firm that you align with/are interested in.

This is correct - you just have to be mindful that at the point you start any onboarding processes for the GDL/LPC/SQE, you will be financially tied to your TC firm and it will become very problematic to try and renege at that point.

It is your responsibility to request the adjustment and clearly explaining the need for the adjustment.
It’s the employer/recruiter’s responsibility to determine whether that adjustment is reasonable.
