I think if two months has passed then it is ok for you to check in. I wouldn’t expect them to make or be able to make a decision, but there is no harm in at least enquiring.
The “why you” part can describe more of the aspects your CV doesn’t cover. There is no point covering in detail the things you have done, but what your CV won’t tell your reader is why you enjoyed things, why you did them, and what you feel you personally gained from them.
I think the message is probably incorrect in the fact they haven’t interviewed too many candidates. I wonder if you got a “template” rejection that was sent to people at all stages of the recruitment process?

If you are in employment, you typically have to work a notice period. This could be anything from a couple of days to potentially even six months. The firm just needs to know what your notice period is as part of their recruitment process.
Wouldn’t be surprising - the applicant tracking systems are notorious for not being able to deal with peaks of applications being made across multiple firms on 31 July and 31 January.

It’s not really a good way about doing things. Reality is the ideal situation would be to ask your current firm to extend your offer period, but firms are unlikely to offer this and know why you are asking.

1) they won’t care as long as the dates are factual and correct. Short term work placements happen all the time. The only issue would be if you present false employment dates that inflate the period of time you worked there.
