If you were applying for an internship at a law firm (so not vac scheme or tc), would the cover letter format be different from a normal vac scheme cover letter? (Why law, why this firm, why me)

No - I think this is still the right format (although you can swap out why law with why this opportunity, but you can do that with VS/TC cover letters too).
